Steven J. King, P.E.
Managing Director

Steven J. King. P.E. is a professional civil engineer who joined the Rhode Island Economic Development Corporation at Quonset in 1998. He was appointed Managing Director of the Quonset Development Corporation in July 2008. As such he is responsible for the development and operations of the 3,207 acre Business Park. He previously served as the Corporation's Chief Operating Officer since August 2005, and also as the Director of Construction Services since July 2003. He is responsible for the planning, engineering, design and construction of all infrastructure improvements undertaken by the Corporation.

Mr. King serves as chairman of both the Design Review and Technical Review committees, charged with the review and approval of all projects within the Quonset Business Park®.

Prior to joining the QDC, Mr. King worked for several consulting engineering firms in both Rhode Island and Massachusetts with emphasis on site development and transportation projects.

Mr. King is a graduate of the University of Rhode Island with a BS in Civil Engineering. He is a registered professional engineer in the States of Rhode Island, Connecticut, and New Hampshire, as well as the Commonwealth of Massachusetts.

He is an Army ROTC graduate and served on active duty in the US Army from 1988 - 1992, serving as both a platoon leader and a company executive officer with the 588th Engineer Battalion. He is a veteran of the Persian Gulf War and has received the Bronze Star Medal, the Army Commendation Medal, the Army Achievement Medal, the National Defense Service Medal, the SW Asia Service Medal, and the Saudi Arabian Medal for the Liberation of Kuwait.

Mr. King is a member of the ASCE, NSPE, SAME, Tau Beta Pi, Chi Epsilon, VFW, and the American Legion.


Kevin M. Barry

Director of Finance

Kevin Barry, Director of Finance, is responsible for the maintenance of the Corporation's financial records and financial functions of the QDC. He is also responsible for administrative functions within the corporation.

Mr. Barry joined the Rhode Island Economic Development Corporation in 1996 as the Facility Controller at Quonset and was appointed Director of Finance in November 2007. Prior to joining the Rhode Island Economic Development Corporation, Mr. Barry worked in numerous accounting positions at various companies throughout Rhode Island. He brings a very diverse background to the corporation.

Mr. Barry is a graduate of Bryant College with a BS in Business Administration as well as an MBA in Accounting.


Jack F. Sprengel

Director of Operations

Jack Sprengel, Director of Operations, is responsible for the daily operations of the two utility systems located within the Quonset Business Park®, as well as maintenance operations for all property, roads, and structures owned and operated by the QDC.

Prior to joining the Rhode Island Economic Development Corporation in 1994, Mr. Sprengel was the Public Works / Contracting Officer at the former Naval Construction Battalion Center, Davisville, Rhode Island. In this position, Jack was responsible for the operation and maintenance of over 1 million sf of warehousing, 250 buildings, and 1,500 acres of land which are now part of the 3,000+ acre Quonset Business Park®.


Evan H. Matthews

Port Director

Evan Matthews was appointed as Port Manager in July 2007.  The Port of Davisville is a public port owned and operated by the Quonset Development Corporation. Mr. Matthews, who joined QDC in 2003 previously served as the Director of Planning and Development and as the Director of Real Estate Development. 

Prior to joining QDC, Mr. Matthews worked on regional economic development for the Port of Seattle, where he leveraged federal grants to redevelop underutilized industrial properties at marine terminals and the Seattle Tacoma International Airport. Mr. Matthews has been a member of the Urban Land Institute (ULI) since 2003, and serves on the Executive Committee of the ULI Boston assisting its programming in Rhode Island. Mr. Matthews is a member of the Narragansett Bay Propeller Club.


Edward J. Spinard, Jr., P.E.
Development Services Director

Mr. Spinard is responsible for planning, engineering, construction management and technical services for the Corporation. Mr. Spinard has over thirty years of experience in project management, urban and environmental planning, site engineering and permitting, including the teaching of these disciplines at the college level. He has used his engineering and planning experience to perform feasibility studies, site analysis and preliminary engineering; to prepare design plans and specifications and environmental permits; and to oversee construction administration for site planning and engineering projects.

Prior to joining the Quonset Development Corporation in 2010, Mr. Spinard was a Senior Project Manager for a large private engineering and planning consulting firm. He prepared civil engineering plans for various projects including public works, buildings, sub-divisions, storm water drainage, traffic, road, airport, water supply, sewage, and environmental systems. Prior to joining the consulting firm, Mr. Spinard was Deputy Director of the Division of Property Management for the Rhode Island Port Authority and Economic Development Corporation.

Mr. Spinard has a BA in Public Administration, a BS in Civil Engineering and a Masters Degree in Community Planning.
