North Kingstown and the Quonset Development Corporation Reach Comprehensive PILOT, Town Services Agreements

On July 6, 2010, the North Kingstown Town Council and the Quonset Development Corporation (QDC) held a signing ceremony for agreements outlining terms for tenants’ payments in lieu of taxes (PILOT), service responsibilities at the corporate and industrial park, and expanded use of Quonset wastewater services by the town. The North Kingstown Town Council and the QDC Board of Directors had each previously voted to approve them. Finalization of the agreements helps pave the way for additional growth at Quonset, which is home to 168 companies and 8,800 jobs.
“With these agreements, the Town of North Kingstown benefits from the continued remarkable growth at Quonset, and the businesses at Quonset are assured of first-rate public services,” said Governor Donald L. Carcieri. “I commend the North Kingstown Town Council and the Quonset Development Corporation for working together to arrive at a win-win agreement.”
The QDC Board of Directors and the North Kingstown Town Council ratified three separate agreements: 1) A PILOT Agreement to determine how much tenants of the tax-exempt QDC property will pay to the town; 2) A municipal services agreement to determine responsibilities for maintenance; and 3) a wastewater services agreement that allows the town to additional capacity from the Quonset wastewater facility.
"This agreement sets a fair, predictable PILOT arrangement for our leasing tenants, and ensures that we’ll have a well-maintained, safe, and modern facility for continued growth in the coming decade,” said Steven J. King, Managing Director, QDC. “I thank North Kingstown Town Manager Mike Embury for being a collaborative, good-faith partner in this complicated, but extremely important, effort.”
